There will always be a black or grey market for anything. But I'd bet it would put one hell of a dent in the dealers business essentially making them obsolete.
This.^ The under 21 market wont yield a high enough reward/risk ratio for most dealers.
againt, just my .02

The punishments handed out for contributing alcohol to minors is serious enough it does a pretty darn good job of keeping people from supplying them. I think you are right on with this. I havent heard of alcohol "dealers" for the under 21 segment. Although somebody must be buying the cotton candy and cake flavored bullshit vodka's. Why else would they make that vile? LOL!

Its not impossible, just improbable. Take the rum runners or moonshiners during the prohibition. Dont see them round these days.
Lol, I'm sorry not trying to be argumentative but there is a TV show on Discovery about modern day moonshiners I believe in the states that have state controlled alcohol sales

Don't get me wrong, they certainly still exist. Heck, im sure hundreds if not thousands of people still make their own shine.
My point was they no longer live like gods as they did in the 20's - as Im sure you can tell by the Discovery documentary. The lifestyle of modern day shiners isnt anything like it was during the prohibitions, and because of this has become a much more civil "industry"
