I've run all three cog pulleys and both serpentine pulleys. What's safe I can't say as I'm at 6000 ft, but I'm running well over the generally accepted max 8 psi on stock internals. So far no problems, but who knows next time I punch it. Here's a little chart I made of what each combo netted.

Serpentine / Blower Cog / RPM / Avg PSI
3.250 / 32 = 44350 / 6.74 (Stock Vortech setup)
3.250 / 28 = 50686 / 8.77 (Best ET setup)
3.125 / 28 = 52714 / 9.69 (Overspinning blower / Dyno setup)
3.125 / 30 = 49199 / 9.04 (Current setup)

I'd call Vortech and see what they recommend, given your altitude.

As to belts, Vortech recommends a smaller belt for the 28T pulley, but the 32 and 30 use the same one.

Vinny, I'm using the 30 tooth pulley without any issues, but I'm also running a water/meth system as well.

I don't know if I'd try the 28 tooth pulley if I were you. Might be to much for the stock engine.
