Any one know what tsb # 18-038-07 is for ? if it will fix the voltage issues with hids ?

More than likely NOT.

The TSB is probably for too much or too little voltage to charge the battery. The voltage output to the headlights is a much more complicated process then just a reflash or alternator fix.

Never heard of that here, I monitor my voltage with my Dashhawk and the voltage is always steady.

FLASH: 6.1L - SRT8 - Charging System Voltage

OVERVIEW:
This bulletin involves selectively erasing and reprogramming the Powertrain Control Module (PCM).

MODELS:
2007 (WK) Grand Cherokee
2007 (WH) Grand Cherokee — International markets
2007 (LX) Charger, 300, Magnum
2007 (LE) Charger, 300 — International Markets

SYMPTOM/CONDITION:
The vehicle operator may experience any of the following symptoms:
Front Door Control Module (FDCM ) Dropout (WK/WH only)
Radio Dropout
All Wheel Drive Will Not Engage

You may also encounter one of more of the following Diagnostic Trouble Codes (DTC's)
when diagnosing Electronic Control modules:
B210D - Battery Voltage Low
B210E - Battery Voltage High

DIAGNOSIS:
Using a Scan Tool (StarSCAN®) with the appropriate Diagnostic Procedures available in TechCONNECT, verify all engine systems are functioning as designed. If DTC's arepresent record them on the repair order and repair as necessary before proceeding further
with this bulletin.
