the engine when a step on the gas bogs down doesnt stall is that normal?
it runs fine when in gear.

Yes, it is to protect the motor. You can change that if you have a predator and need to impress your friends.

Theres a rev limitor set at 4000 rpm in neutral and park.

As one on here would recommend, leave it there. No need to be revving any higher.

why would you want to? Hell i like starting it and having people ask why my crappy slow jeep is soooo loud!

another thing im getting about 200km with a full tank when i fill it up i have about 15L left in the tank is that about rite?
so im doing about 200km with 55L.
